Declarative agents are rolling out this week in GCC with with an expected completion by end of week. Access to agents is OFF by default and Admins must enable access to agents in the M365 Admin Center. Licensed users will get full access, while unlicensed Chat users will receive access via message pack consumption in a subsequent update, currently targeted for late summer. The Copilot Chat capacity model is replacing daily quotas. Licensed users will get priority access, while unlicensed users will have standard access with in-app notifications when capacity limits are reached. Additionally, file uploads now support 512MB with a 3-file session limit.
